To protect their own re-insuring of a vehicle which has been flooded and totaled, the National Insurance Crime Bureau has established a website (nicb.org) with the VIN numbers of cars they have written off. It is legal to buy one, but only if you have been given in writing fair warning. Once a car has been under water, it is considered totaled. And for good reason.
